I wonder why in the incandescent or fluorescent world no one thought about this.
Why now?
I’m not sure what you’re asking?
I wonder why, back in the day when incandescent lightbulbs and fluorescent tubes were the primary source of light, no one thought to make non-serviceable, irreplaceable fixtures with integrated tubes.
Fluorescent lifespan wasn’t bad, but you could still replace the lightbulb.
Even induction light fixtures (similar to fluorescent but without heaters, so the lamp theoretically could last forever) offered replaceable bulbs. They were expensive but replaceable.

It’s probably just a profit thing, especially with cheap imports from places like China. They don’t consider long-term usability, just quick profit. Americans are easy targets for cheap solutions, like in apartment complexes where I worked. It’s really a lack of critical thinking.
