Simplest solution that makes sense? Wall sconces. Then pendants and then cove lighting. Lamps would be a shame…

Star field fiber optic ceiling with a dark blue paint, crown molding with recessed 4500k warm white lighting strips and a couple cool chandeliers to be used when the stars aren’t.

I’d choose upward projecting sconces to highlight the arched ceiling.

Indirect lighting towards the ceiling. It will create pleasant and soft lighting towards people walking through the halls.
